Project Finance Director
Shiril Sarcar is a senior international development leader with over 20 years of experience providing strategic leadership in finance, operations, grants management, and program implementation across complex global health and humanitarian settings. He currently serves as Director of Finance & Operations at Pathfinder International, where he provides country-level leadership for large, multi-donor portfolios funded by US Government awards, private foundations, and corporate partners.
In his role, Shiril oversees the financial and operational stewardship of a portfolio exceeding USD 200 million and leads multidisciplinary teams responsible for finance, procurement, grants, compliance, and operations. He partners closely with program leadership to ensure that strong systems, sound financial management, and risk-based controls directly enable high-quality program delivery and impact.
Shiril has played a central role in designing and managing performance-based grants and sub-awards to local organizations in Asia and Africa, helping strengthen partner capacity, accountability, and sustainability. He has also provided strategic oversight for major initiatives, including women-led climate resilience programming, humanitarian SRHR interventions for Rohingya refugees, host communities, and public–private partnerships that expand access to maternal, child health, and family planning services.
Before joining Pathfinder, Shiril held senior leadership roles with ThinkWell Global, University Research Co., LLC (URC), and John Snow Inc. (JSI), and previously served for many years as a Project Management Specialist at USAID, managing national health portfolios and supporting institutional development initiatives in Bangladesh and Liberia.
Shiril holds a Master of Business Administration (MBA) from Frostburg State University and a Master of Public Administration (MPA) from Syracuse University. He is certified in Finance DPro and Project DPro (PM4NGOs) and is fluent in English and Bangla.
